Francisco advises international firms and government agencies on EU policy and regulatory affairs and is Secretary General of the Cloud Infrastructure Services Providers in Europe (CISPE). Francisco advises international firms and government agencies on EU policy and regulatory affairs. After working for the EU Commission on The Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPs) and access to pharmaceuticals in Africa, he opened the Business Software Alliance in Brussels in 2000 where he managed public affairs for US tech companies. In 2011 Francisco joined an independent public affairs consultancy and, since 2013, manages Europa Insights.
